Nazar Eljumaily, CEO
President
Nazar began his career at EBA in 1989, ten years after his father established the firm. While learning the process of engineering, land surveying, and environmental services, he worked on his achieving degree in Business Administration and Management from University of California, Davis. As president, Nazar oversees all company management including client contact, corporate identity, financial systems, and corporate vision.
Nazar is very active in supporting the community, contributing to numerous local schools, non-profits, and community events. When he is not manning the helm of the firm, he is active in the local music community performing Cajun Zydeco dance music.
Damon Morelli, PE, QSD/QSP, LEED AP
Vice President, Principal Engineer
As Principal Engineer, Damon is responsible for the oversight and management of the engineering team. With over 25 years of experience, his skills include site design and construction management for municipal, public, commercial, educational, federal, industrial, design-build, public infrastructure, and private residential projects throughout California. He has managed and designed complex grading and drainage infrastructure projects, ADA grading compliance projects, hydrology and hydraulic studies, utility infrastructure design, fire flow calculations, storm water management, erosion, and sediment control plans, permitting, and modeling for both sanitary and storm water systems, and Storm Water Pollution Prevention Plans (SWPPP).
Damon's familiarity with civil project management and design provides him with a deep understanding of how to complete successful projects from the initial stages of schematic design through to final construction. He prides himself on a level of communication that surpasses client expectations.
Damon received a Bachelor of Science degree in Civil Engineering from California State University, Chico. He is a Registered Professional Civil Engineer with the State of California, a Qualified Stormwater Developer and Practitioner (QSD/QSP), and a LEED Accredited Professional (LEED AP). Outside of work, Damon enjoys spending time outdoors and creating memories with his family.
david noren
Vice President, Environmental Services Manager
With over 30 years of experience, David is practiced in environmental assessments and investigations including technical and management services for a wide range of environmental, hydrogeologic, water rights assessment and reporting, and solid waste landfill projects.
As manager of EBA’s Environmental Services Division, David oversees site investigations and monitoring, environmental assessments, in addition to providing technical support and management services for solid waste management projects. His management expertise also includes the oversight of project budgets, client interactions, site investigation activities, and field and reporting programs. He is well versed in permitting with local, State, and Federal agencies and in stormwater management sampling and reporting, various levels of regulatory permitting and water use studies, landfill closure, general property transfer and property development studies, and in the preparation of Categorical Exemptions, Initial Studies, Negative Declarations, and Mitigated Negative Declarations per CEQA and NEPA Environmental Assessments.
David is experienced in the application of numerous investigative and treatment methodologies in a wide range of geologic environments including performance of investigation and remediation of a diverse range of contaminated sites and municipal solid waste facilities.
David received a Master of Science degree in Environmental Management from the University of San Francisco and a Bachelor of Science degree in Agricultural Science and Management from the University of California, Davis. He has completed the OSHA 40-hour Hazardous Waste Activities Supervisor Training.
Matthew Earnshaw, Pg, CEG, CHg, QSD
Vice President, Senior Geologist / Hydrogeologist
With over 28 years of experience, Matt is technically and professionally skilled in hydrogeologic, environmental, and geotechnical investigations, providing oversight of various technical aspects for these projects. He supervises EBA’s groundwater evaluations including water well siting, permitting, water use estimates, groundwater balance calculation, geophysical exploration, evaluation of pumping tests, peer review and expert witness. Matt has extensive knowledge of the permitting requirements for new construction of water wells and conditional use projects throughout Northern California.
Matt also supervises multiple State-funded environmental remediation projects throughout Northern California. He specializes in expedited pre-construction site assessments using multiple subsurface drilling and geophysical techniques and is proficient in the development of bid specifications, investigative work plans, pilot study work plans, SCMs, FS/CAPs, RAPs, ICAPs, and monitoring programs. His expertise enables him to offer a full picture regarding the potential environmental liability of any given site. Matt has brought dozens of complicated recalcitrant sites to closure through various remedial techniques.
He received a Bachelor of Science degree in Geology from Sonoma State University. He is registered by the State of California as a Professional Geologist (PG), a Certified Engineering Geologist (CEG), a Certified Hydrogeologist (CHg), and a Qualified SWPPP Developer (QSD) and has completed the OSHA Hazardous Waste Activities Supervisor Training.
Kevin Coker, REA
Senior Environmental Scientist / CEQA Practitioner
Kevin has over 24 years of professional experience related to environmental field investigations, land use and planning law, natural resources management, environmental compliance, and project management. He is experienced in many aspects of field investigations, including soil and groundwater investigations, in-situ remediation installation activities, underground storage tank (UST) removal and installation, over-excavation projects and other subsurface investigative and remedial projects. Kevin has performed more than 200 Phase 1 Environmental Site Assessments (ESAs) in Northern California, and managed the preparation of and authored CEQA and NEPA documents for both public and private sector development (CEQA categorical exemptions, initial studies, negative declarations, mitigated negative declarations, responses to comments, findings, mitigation monitoring and reporting programs etc.; NEPA categorical exclusions, environmental reports, environmental assessments, alternatives analyses, etc.). As Senior Environmental Scientist and CEQA Practitioner at EBA, Kevin is responsible for a variety of projects including soil, groundwater and soil-vapor investigations, preparation of CEQA and NEPA environmental documentation, Phase I Environmental Site Assessments, hydrogeological evaluations, coordination with applicable agencies and contractors, and liaison with EBA staff.
Kevin received a Bachelor of Science degree in Environmental Studies and Planning/Hazardous Materials Management from Sonoma State University. He successfully completed the CEQA Practitioner Program through U.C. Davis.
Michael Delmanowski, PG, CHg, CEG
Senior Geologist / Hydrogeologist
Mike is a certified hydrogeologist and engineering geologist with over 38 years of experience in providing technical and management services for a wide range of environmental, hydrogeologic, and solid waste projects. He is responsible for the development of design parameters and specifications for landfill closure and expansion projects, development of groundwater detection, evaluation, and corrective action monitoring programs, construction quality assurance (CQA) management services, preparation of corrective action cost estimates for water and non-water releases, preparation of solid waste permitting documents (i.e., Reports of Waste Discharge, Preliminary and Final Closure / Post-closure Maintenance Plans, Joint Technical Documents, Transfer/Processing Reports, etc.), and composting design and permitting services. Mike also serves as EBA’s LFG Manager which entails the design of LFG monitoring networks and active collection systems, oversight of perimeter, structure and emissions monitoring, management of Federal Greenhouse Gas (GHG) and Assembly Bill 32 (AB32) monitoring and reporting programs, as well as permitting.
Mike has both conducted and reviewed a wide range of geologic studies. He has supervised geologic and hydrogeologic investigations, including site characterizations, remedial action feasibility studies, water availability studies, saltwater intrusion studies, and development of surface water and groundwater monitoring plans. These investigations required photogeological interpretation, regional and site geologic mapping, geophysical exploration, exploratory trenching and drilling, vadose zone monitoring, groundwater monitoring well installation, aquifer testing and analysis, soil and groundwater sampling and analysis, and coordination of specialized analytical testing, including stable isotope analyses.
Mike received a Master of Science degree in Geology from California State University, Fresno, and a Bachelor of Science degree in Geology from the University of Redlands. He is registered with the State of California as a Professional Geologist (PG), Certified Hydrogeologist (CHg), and Certified Engineering Geologist (CEG).
Charles H. Katz, PLS
Survey Department Manager
Chuck has over 45 years of professional experience in land surveying. He is skilled in topographic, boundary, construction, hydrographic, and Lidar (BIM) surveys for public, private, commercial, industrial, and infrastructure projects throughout California. He is accomplished in the latest surveying technologies in conventional ground surveys, GPS, and robotics. Experience includes serving as party chief providing on-call surveying services for County of Marin and its cities including San Rafael, Corte Madera, Mill Valley, and San Anselmo. Chuck prides himself on a high level of communication between and understanding of the client and their project needs.
Chuck received an Associate degree in Civil Engineering and Land Surveying Technology from Pennsylvania State University. He is licensed by the State of California as a Professional Land Surveyor.
Maxwell Kruzic, pg, chg, qsd
Senior Geologist / Hydrogeologist
Max is a professional geologist and certified hydrogeologist with over 13 years of experience in surface and subsurface geologic investigations, hydrogeologic characterization, remedial investigations/feasibility studies, implementation of monitoring and reporting programs for solid waste facilities, development and implementation of various groundwater-based investigations including hydrogeologic studies and site characterization/remediation investigations for solid waste landfills and commercial facilities, LFG assessments and development of mitigation measures, QA/QC and monitoring of landfill and other waste disposal sites. He is responsible for the oversight of EBA’s groundwater monitoring programs for solid waste landfill sites across Northern California.
Max received a Bachelor of Science degree in Earth Science from the University of California, Santa Cruz. He is registered with the State of California as a Professional Geologist (PG), Certified Hydrogeologist (CHg), and is a Qualified Stormwater Developer (QSD).
Matthew Machi, PE
Senior Engineer
Matthew is an experienced civil engineer proficient in the management, development, and design of a diverse range of civil project types. With more than a decade of experience, he is equipped with extensive knowledge in project progression and enabling him to maximize value while mitigating potential constraints. Project experience includes design and management of complex grading and drainage infrastructure projects, ADA grading compliance projects, hydrology and hydraulic studies, utility infrastructure design, erosion control, storm water management, encroachment, and agency permitting. He is skilled in report and document preparation including Drainage Analysis Reports, Pond Performance Analyses, Escrow Due Diligence Studies, Entitlement Proposals, Wastewater Analyses, Violation Resolutions, and Storm Water Pollution Prevention Plans (SWPPP). His belief in a service-oriented approach, strong communication, and seasoned foresight are the keys to his reputation for client satisfaction.
Matthew received a Master of Science degree in Civil Engineering Project Management from the University of California, Berkeley, and a Bachelor of Science degree in Civil Engineering from the University of Illinois. He served eight years as an officer in the United States Navy Reserve Civil Engineering Corps and is a registered Professional Civil Engineer with the State of California.
