Visalia Landfills Environmental Monitoring

EBA has been providing landfill engineering services at Visalia Landfill since 1999. These services have encompassed permitting, design, construction management, site characterization, and environmental reporting.
Scope of services are as follows:
- Final design and permitting of WMU-I’s final cover system. The final cover system design employed an engineered alternative to the prescriptive standard that included a evapotranspirative cover (i.e., ET cover). Also prepared the Final Closure and Post-closure Maintenance Plan as part of the process.
- Prepared a Master Development Plan for the entire 630-acre site to accommodate expansion of the waste operations to incorporate a new lined waste management unit (WMU-II).
- Prepared a Joint Technical Document (JTD) for an updated Solid Waste Facility Permit (SWFP) and Waste Discharge Requirements (WDRs).
- Prepared an Environmental Impact Report for the expansion project under the California Environmental Quality Act (CEQA) process.
- Prepared final designs, construction bid packages (including plans, specifications, and CQA Plan) for four phases of cell construction to date (Cell 1 through 7).
- Performed a site characterization of a former liquid waste spreading area that included preparation of a work plan, implementation and oversight of field investigation, data analysis, and reporting.
- Currently in the process of permitting a new composting facility. Services have included preparation of a Report of Composting Site Information (draft) and Technical Report (draft), completion of permit application forms, and regulatory liaison. Additionally in the process of preparing a JTD Amendment to account for removal of the composting acreage from the landfill’s SWFP boundary.
