EBA performed an initial environmental investigation and characterized the impacts to soil and groundwater during several phases of work that were conducted both on and off the project site.

EBA prepared a Corrective Action Plan/Feasibility Study for the remediation of impacted soil and groundwater, which detailed the installation of a Dual Phase Extraction (DPE) and Ozone Sparge (OS) remediation system.

EBA developed bid specifications for the equipment procurement, construction, and well installation.  Following installation of remediation equipment, EBA performed the operations and maintenance of the DPE/OS system until the remedial objectives were met.  A comprehensive case closure Report was prepared and was subsequently approved by the North Coast Regional Water Quality Control Board. EBA is currently preparing bid specification documents for the abandonment of all monitoring and remediation wells which, upon completion of the well abandonment activities, a case closure letter for no further action will be issued.

Additionally, EBA has prepared and administered UST Cleanup Fund reimbursements that have reimbursed investigation and remedial costs for this site.  EBA has also assisted the City in enforcement of insurance policy provisions and assisted in defending the City in related legal actions.
