EBA was chosen by the City of Santa Rosa to provide preliminary engineering design and environmental services for the Sam Jones Hall Annex improvement project involving preparation of a master site plan capturing all requested site features and facility improvements for use in preparing the California Environmental Quality Act (CEQA) Environmental Review.

CEQA Environmental Review services included an Initial Study/ Mitigated Negative Declaration (IS/MND) in accordance with Section 15070 of the CEQA Guidelines. The IS/MND indicated that the potential adverse environmental impacts of the project (i.e., Hazardous Materials, Cultural and Historic Resources, etc.) could be reduced to below levels of significance or minimized with the implementation of appropriate mitigation measures.

Ultimately, the Initial Study document was finalized and approved by the City Council in October 2024 along with EBA’s Master Site Plan improvements for the project.

As a condition of project approval, the City adopted mitigation measures requiring the purchase of mitigation credits for impacts to wetlands, California Tiger Salamander, Burke’s Goldfields, and Sebastopol Meadowfoam.
