Stormwater Management Services
Stormwater management in California for project planning and implementation has changed to new updated permitting requirements. The requirements apply to qualifying construction activities and industrial facilities.
The State Water Resources Control Board (SWRCB) regulates stormwater discharges under the National Pollutant Discharge Elimination System (NPDES) permitting with authority over construction, industrial and municipal activities. A new Construction Stormwater Permit was adopted by the SWRCB in 2009 regulating construction activities for projects that disturb one acre or greater. The General Industrial Stormwater Permit is currently being updated by the SWRCB and will change the existing permitting requirements and require a greater number of facilities to seek coverage under the permit.

EBA can assist in stormwater permit compliance by:
- Preparing, updating and implementing Stormwater Pollution Prevention Plans (SWPPP) by a Qualified Stormwater Developer (QSD)
- Preparing Notice of Intent (NOI) applications
- Performing required inspections and documentation by a certified Qualified Stormwater Practitioner (QSP)
- Developing site appropriate Best Management Practices (BMPs)
- Monitoring and sampling of stormwater during qualifying rain events
- Preparing Annual Reports: documenting all inspections, monitoring and sampling over the compliance year
- Preparing the Notice of Termination when the project has been determined to be in final stabilization to close out the permit
SWPPPs are living documents that must be evaluated and updated continuously to show improved performance of BMPs and scheduling during project implementation. EBA has prepared SWPPPs for both construction activities and industrial facilities using the California Stormwater Quality Association (CASQA) BMP Handbook.
