EBA is the lead design consultant for the Tracy Material Recovery and Solid Waste Transfer Facility project that was first designed and developed on a 50-acre site that was a former gravel pit in 1995 and included a 50,000 sf transfer station, 15,000 sf office/shop, compost pad, scale house and truck scales, and recycled material storage areas. In 2008 a 12,000 sf addition was constructed that housed recycled material sorting lines. In 2012 the facilities Conditional Use Permit and Solid Waste Facilities Permit were amended to allow increased tonnage and expansion of the MRF/transfer station, shop, and additional storage buildings. In 2013 a 6,000 sf building was designed and constructed for the storage of baled recyclable material.
Site improvements included an onsite water supply, storage, and distribution system, an onsite sewage collection and disposal system, emergency generator, storm water collection and retention facilities, a lined impoundment for compost contact water, and all access and circulation. Design for the widening and re-construction of MacArthur Drive adjacent to the facility was completed in 2012.
In addition to providing the civil engineering and surveying for the project, EBA also served as the prime consultant managing all the design subconsultants. Services provided included planning and site selection, CEQA and CUP coordination, final design, preparation of bid documents, bid review and assistance in selection of contractor, survey field staking and periodic inspection, CQA services, and preparation of permit documents for a Solid Waste Facility Permit, Authority to Construct, and Waste Discharge Requirements.
