Phase I Environmental Site Assessment
EBA Engineering (EBA) prepared a Phase I Environmental Site Assessment (ESA) for the Roseland University Preparatory School property located at 1777 West Avenue in Santa Rosa, California. The ESA was prepared as part of environmental due diligence for the proposed redevelopment of the project site property. Because the proposed development involved a California school property, the ESA was submitted to the California Department of Toxic Substances Control (DTSC) for review. In response to the ESA, the DTSC required that a Preliminary Endangerment Assessment (PEA) be performed at the project site. The purpose of the PEA was to investigate the potential presence of contaminants in the soil at the project site from past uses.
Preliminary Endangerment Assessment
Working with the DTSC, EBA prepared a PEA Work Plan to investigate whether constituents of potential concern (COPCs) were present at the project site, including organochlorine pesticides (OCPs) and/or arsenic from past agricultural property use and/or polychlorinated biphenyls (PCBs) from electrical transformers in soil.
Following DTSC approval of the PEA Work Plan, EBA advanced 32 soil borings at the project site for the purpose of collecting soil samples for chemical analysis. After receipt of the soil sample analytical results, EBA prepared a PEA Report which presented the soil sample analytical results, an assessment of the human health risk associated with the detections of OCPs and a recommendation for no further action (NFA). Based on the information presented in the PEA Report, the DTSC concurred with the NFA recommendation and closed the case in the regulatory files.
